Bureau Veritas (BV): A global leader in testing, inspection, and certification services, headquartered in Paris, France. BV inspections for packaging typically cover material verification, workmanship assessment, quantity verification, and packaging integrity checks.
Intertek: A UK-headquartered total quality assurance provider with extensive experience in consumer goods and packaging inspection. Intertek's packaging inspection services include pre-production, during-production, and pre-shipment inspections with detailed reporting.
TÜV (Technischer Überwachungsverein): German technical inspection associations — including TÜV SÜD, TÜV Rheinland, and TÜV Nord — that provide rigorous, engineering-focused inspection services. TÜV inspections are particularly valued by buyers in the EU market.
Other accredited agencies: We also accommodate inspections arranged through other ISO 17020 accredited inspection bodies, as well as in-house quality assurance representatives employed directly by your company who travel to China for on-site visits. If your preferred agency is not listed above, simply inform your account manager — we will coordinate with any accredited inspection provider you select.
Our position on third-party inspection is straightforward: any accredited inspector is welcome at our facility at any mutually agreed time during production. We do not restrict inspection to specific agencies, we do not charge fees for hosting inspectors, and we do not limit inspection scope to pre-selected samples chosen by our production team. The inspector has access to the full production batch as it exists at the time of inspection.
Three Inspection Time Points: When to Inspect for Maximum Assurance
Different inspection timing serves different quality assurance objectives. We support inspections at three distinct production stages, and we recommend that buyers consider which stage — or combination of stages — best aligns with their risk management needs.
Option 1: Pre-Production Sample Inspection (Before Mass Production Begins)
This inspection takes place before full production commences, focusing on the approved pre-production sample and the materials and tooling prepared for the production run.
The inspector verifies that the pre-production sample matches the approved specification — checking dimensions, material grade, color accuracy, printing quality, and finishing standards. They also inspect incoming raw materials to confirm that the paper, board, ink, and other materials staged for production match the specified grades and carry the required compliance documentation. Production tooling — die-cutting molds, embossing plates, foil stamping dies — is checked for correct configuration and condition.
Pre-production inspection is recommended for first-time orders with a new supplier, high-value or complex orders where production errors would be costly, and orders requiring specific material certifications where verifying materials before they enter production provides the highest level of assurance.
Option 2: In-Process Inspection (During Production — Semi-Finished Goods Check)
This inspection takes place while production is underway, typically when approximately 20–30% of the order quantity has been produced and the remaining 70–80% is still on the production line.
The inspector evaluates semi-finished goods at key production stages — printed sheets before lamination, laminated sheets before die-cutting, assembled boxes before final packing — to identify any quality issues while there is still time to correct them before the full production run is complete. In-process inspection is valuable for identifying and correcting problems early — a color calibration issue caught at this stage can be fixed before the remaining 70% of production proceeds, whereas the same issue caught only at pre-shipment inspection would require rework or reproduction of the entire order.
In-process inspection is recommended for large production runs where early correction can prevent widespread defects, orders with tight delivery deadlines where rework time must be minimized, and complex multi-process orders where issues at one production stage can cascade into problems at subsequent stages.
Option 3: Pre-Shipment Finished Goods Inspection (Before Balance Payment and Shipment)
This is the most common inspection type — conducted when production is 100% complete and at least 80% of the goods are packed and ready for shipment.
The inspector draws random samples from the finished batch according to AQL (Acceptable Quality Limit) statistical sampling standards — typically AQL 2.5 for major defects and AQL 4.0 for minor defects, though specific AQL levels can be agreed upon in advance. The inspection covers quantity verification against your order and packing list, dimensional accuracy of the finished boxes, printing quality including color consistency, registration, and text clarity, finishing quality of lamination, foil stamping, embossing, and any other applied techniques, structural integrity including assembly fit, glue adhesion, and closure function, workmanship and freedom from surface defects, scuffs, stains, or handling marks, and packaging and packing quality of outer cartons, internal protection, and labeling.
The inspector produces a detailed inspection report within 24 hours of the inspection, including photographic documentation of any defects found, the AQL sampling results, and a pass/fail recommendation. This report provides the objective evidence you need to make an informed decision about approving shipment.
Factory Cooperation Process for On-Site Inspector Quality Testing
We have a structured, efficient process for hosting third-party inspectors that minimizes disruption while maximizing transparency. Here is what you and your inspector can expect:
Before the Inspection:
You or your inspection agency contact your dedicated account manager to propose an inspection date. We recommend providing at least 3–5 working days' notice to ensure that your order will be at the appropriate production stage and that the relevant personnel are available. Your account manager confirms the inspection date and the production status of your order. We provide the inspector with the factory address in both English and Chinese, directions, and a contact person's name and phone number. We also confirm which inspection standard will be applied — typically AQL sampling with agreed-upon acceptance levels — and provide the approved reference sample specifications so the inspector knows exactly what standard to assess against.
On the Day of Inspection:
Upon arrival, the inspector is welcomed by your account manager or a designated factory representative. The inspector presents identification and the inspection order from you or the inspection agency. We provide a brief orientation, including the production floor layout and the location of your order within the factory.
The inspector is given unrestricted access to your order — the full production batch as it exists, not a pre-selected subset — and the necessary equipment to conduct the inspection, including a well-lit inspection table, calibrated weighing scales, measuring instruments, and the approved reference sample for side-by-side comparison. If the inspector requires specific equipment — such as a spectrophotometer for color measurement, a humidity meter, or specialized testing apparatus — we accommodate these requests where the equipment is available on-site. During the inspection, our production and quality control staff are available to answer technical questions about materials, processes, or specifications. We do not influence sample selection, comment on the inspector's findings during the inspection, or restrict the inspector's access to any part of the production batch.
After the Inspection:
The inspector provides a preliminary verbal summary of findings to your account manager before leaving the factory. The formal written inspection report is delivered to you within 24 hours. If the inspection result is satisfactory, we proceed with balance payment processing and shipment preparation immediately. If issues are identified, we initiate the rectification process described below without delay.
Rectification Plan If Inspection Result Fails Quality Standards
An inspection that identifies quality issues is not the end of the conversation — it is the starting point for a structured corrective process. Our rectification approach is systematic, transparent, and designed to get your order to the required standard as efficiently as possible.
Step 1: Acknowledge and Categorize
We acknowledge the inspection findings immediately and work with the inspector's report to categorize each identified issue as critical (affecting safety, legality, or basic functionality), major (affecting saleability or significantly reducing perceived quality), or minor (a slight deviation from specification that does not affect functionality or overall appearance). This categorization aligns with standard AQL defect classification and ensures our corrective response is proportionate to the severity of each issue.
Step 2: Root Cause Analysis and Corrective Action Plan
Within 24 hours of receiving the inspection report, we submit a corrective action plan to you. This plan identifies the root cause of each defect category — whether from material variation, equipment calibration drift, operator error, process deviation, or other factors. It then specifies the corrective actions we will take, which may include re-sorting the finished batch to remove defective units if the issue affects an identifiable subset, reworking affected units where the defect is surface-level and can be corrected without compromising structural integrity, or reproducing the affected portion of the order if the issue is systemic and rework is not a viable solution. The plan also includes the corrective timeline — how long re-sorting, rework, or reproduction will take — and the preventive measures being implemented to ensure the same issue does not recur in future production runs.
Step 3: Implementation and Re-Inspection
We execute the corrective action plan on an accelerated timeline, prioritizing your order within our production schedule to minimize delay. Once corrective actions are complete, we invite a re-inspection — either by the same third-party agency or by our internal QC team with photographic documentation shared for your review, depending on your preference and the nature of the issues. No shipment occurs until you are satisfied that the quality standard has been met.
Step 4: Cost Responsibility
If the inspection identifies genuine quality issues attributable to our production, Packshion bears all costs associated with rectification — including rework labor, replacement materials, reproduction costs, and re-inspection fees. You are not charged for correcting our errors. This cost responsibility is not a negotiation point; it is a fundamental principle of how we operate. If an inspection identifies issues that stem from the buyer's specifications, design, or approved materials, we discuss the findings with you transparently and agree on a fair cost-sharing approach before proceeding with any corrective work.
Step 5: Preventive Action Documentation
Every inspection finding — whether pass or fail — is documented in our quality management system. Issues that resulted in corrective action are formally reviewed through our Corrective and Preventive Action (CAPA) process, as required by our ISO 9001 certification. The root cause analysis, corrective actions taken, and preventive measures implemented are recorded and linked to your account, ensuring that future orders benefit from the lessons learned and that the same issues do not recur.
